The poem refers to a man who had been a ruthless and cruel emperor named ozymandias. During his reign he had a sculpture fashion a statue that resembled him in order that he and his greatness would be remembered and feared for all time...the poem instead suggests that the tyrant is not the one who is remembered but the artist who captured the true nature of the evil ruler. Also all of the great kingdom that he had built no longer remains...has been eroded by the sands of time and mightier powers.
Shelley trying to tell you that you are remembered by the good you do and that if you are a tyrant your true colors will someday come back to hurt you!
Or that's how i understand it...hope it leads you on the right path...
